## About the Role
This position focuses on reducing operating and engineering costs in a sustainable way, while protecting network quality and customer service. The role exists to identify and deliver efficiency opportunities across CAPEX and OPEX, turning each initiative into a structured project with an owner, target, and deadline.
The position works closely with the teams responsible for the costs, as well as with Procurement, Legal/Regulatory, Regulatory, IT, and Information Security. It also supports senior leadership with analytical reporting, forecasts, and performance insights to help guide decision-making.
A key part of the role is building lasting cost control mechanisms so that approved savings are reflected in budgets and forecasts and do not reappear over time. The role also helps spread a culture of efficiency across Operations and Engineering by enabling managers to identify and act on improvement opportunities.
## Key Responsibilities
– Reduce Operations and Engineering costs without compromising network quality or customer service.
– Identify CAPEX and OPEX opportunities and turn them into structured projects with clear ownership, goals, and timelines.
– Build and maintain cost baselines by line item, including unit costs by site, pole point, vehicles, customers, and network kilometer.
– Review contracts, invoices, and inventories to identify incorrect charges, idle assets, and discrepancies between billed and field assets.
– Benchmark costs across regions and against market references to identify areas above standard levels.
– Maintain an active pipeline of opportunities with estimated value, effort, and risk.
– Analyze economic and market scenarios and propose strategies to optimize company resources.
– Implement initiatives with the teams that own the costs, while preserving operational accountability.
– Ensure approved savings are reflected in budgets and forecasts.
– Create recurring controls, including reconciliations, alerts, and indicators, to prevent cost leakage from returning.
– Support automation of controls and reporting, with formal approval from IT and Information Security before production deployment.
– Promote an efficiency mindset across Operations and Engineering and support managers in identifying opportunities.
– Develop and monitor action plans to improve performance across multiple areas.
– Work with different teams to integrate information and improve decision-making.
– Prepare reports and presentations for senior management using analytical data and performance forecasts.
– Lead contract renegotiations and amendments together with Procurement and Legal/Regulatory.
– Track shared infrastructure regulation from ANEEL and Anatel and its impact on pole costs, with support from the Regulatory team.
– Ensure analyses involving employee or customer data use anonymized information in line with LGPD and internal policies.
## Required Skills
– Bachelor’s degree in Administration, Economics, Engineering, or related fields.
– 3+ years of experience in operations, engineering, financial planning, or consulting.
– At least 1 year of experience leading teams or cost-reduction/efficiency programs.
– Experience managing project portfolios (PMO).
– Experience presenting to executive leadership.
– Advanced knowledge of data analysis and planning tools such as Excel, Power BI, and AI tools.
– Ability to make decisions based on data and market analysis.
– Team management skills and effective communication across different hierarchical levels.
– Experience with infrastructure costs, such as property or site rental, pole sharing, and fleets.
– Experience in telecom, utilities, or another sector with distributed network infrastructure.
## Preferred Skills
– Knowledge of pole-sharing regulation and relationships with energy distributors.
– SQL or Python for analyzing large cost and inventory datasets.
– Postgraduate degree or MBA in strategic planning or business management.

– Support automation of cost controls and reporting.
– Prepare analytical reports and forecasts for senior leadership.
– Track regulatory impacts on infrastructure-related costs.
