## About the Role
This role leads IT budget and financial performance management for Bpifrance’s Information Systems Department (DSI). Working with the CIO and business teams, you will prepare and manage the Opex and Capex budget and the Medium-Term Plan, ensuring resources support the organisation’s strategic priorities.
As a trusted business partner to the CIO and executive leadership team, you will contribute to budget reviews, investment decisions, portfolio allocation committees and executive reporting. You will assess project profitability, ROI and TCO while identifying opportunities to optimise infrastructure, software licences, cloud services and external suppliers.
The position also requires close collaboration with architects, CTOs, project managers, procurement, accounting, finance, IT representatives, agile train leaders and FinOps teams. You will translate complex financial and technical information into clear recommendations for governance and decision-making.
## Key Responsibilities
– Prepare and manage the DSI’s Opex and Capex budget and Medium-Term Plan.
– Coordinate budget requests, prioritisation and trade-offs through Lean Portfolio Management allocation committees.
– Act as a trusted financial business partner to the CIO and executive leadership team through monthly reviews, quarterly Executive Committee presentations and weekly discussions.
– Assess IT project profitability, ROI and TCO, and support investment prioritisation.
– Identify cost optimisation opportunities across infrastructure, licences, cloud services and external providers.
– Participate in the group’s strategic and budget reviews, audit committee activities and other governance milestones.
– Develop financial dashboards covering IT expenditure by project, service and technology.
– Produce KPIs, financial analyses and ad hoc reports for the DSI, Finance, General Management and Executive Committee.
– Coordinate financial communication with operational, procurement, accounting, finance, IT and FinOps stakeholders.
– Respond to requests from regulators, statutory auditors and internal control teams.
– Build expertise in cloud, SaaS, DevOps and cybersecurity technologies and assess their financial implications.
– Work with technical teams to align technology costs with business requirements and executive objectives.
– Advise on technology-driven optimisation opportunities, including cloud migration and tool rationalisation.
– Advise the DSI and Executive Committee on IT financial models, including recurring costs and one-time investments.
– Monitor contract negotiations with IT suppliers, software publishers and hosting providers.
## Required Skills
– Master’s degree or equivalent qualification in Finance, Management Control, Audit or Business, with a Finance specialisation.
– At least five years of experience in finance, ideally in an IT environment or with exposure to technology-focused organisations such as IT departments, technology services companies or software publishers.
– Strong knowledge of management control and financial analysis.
– Experience preparing budgets and monitoring variances in a complex, strategic environment.
– Knowledge of IFRS and French GAAP (PCG).
– Proficiency with reporting and portfolio management tools, including advanced Excel.
– Knowledge of IT economic models covering licences, subscriptions and infrastructure costs.
– Understanding of IT infrastructure, cloud and cybersecurity considerations.
– Ability to communicate with CTOs, architects, project managers and governance stakeholders.
– Strong analytical skills and the ability to turn complex data into actionable recommendations.
– Ability to explain financial and technical concepts to varied audiences, including executive leadership and IT teams.
– Collaborative approach and experience working in project environments with diverse business and senior stakeholders.
– Adaptability in a rapidly changing environment shaped by digital transformation and technology innovation.
– Ability to align IT financial priorities with Bpifrance’s broader strategic objectives.
## Preferred Skills
– Experience in a banking or institutional environment.
– Knowledge of SAFe and/or Scrum methodologies.
