VP – Infrastructure, Cloud and Operations
, reporting to the Chief Technology Officer. The role will lead enterprise-wide infrastructure strategy, cloud transformation, and technology operations, ensuring a secure, scalable, and high-performance digital foundation across Dubai Holding’s diverse portfolio.
This is a critical leadership role driving the evolution of infrastructure from traditional operations to AI-enabled, autonomous platforms, while ensuring strong commercial discipline, resilience, and service excellence.

Key Responsibilities
Infrastructure Strategy & Transformation
Define and execute Dubai Holding’s enterprise infrastructure and cloud strategy aligned to business growth and digital ambitions
Lead large-scale transformation of legacy environments into modern, cloud-native and hybrid platforms
Establish governance frameworks, standards, and policies ensuring security, scalability, and operational consistency
Drive resilience strategies including disaster recovery, business continuity, and infrastructure risk management
Cloud & Platform Leadership
Lead multi-cloud and hybrid cloud strategy across AWS, Azure, and GCP environments
Oversee cloud migration, optimization, and cloud-native adoption across business units
Implement infrastructure-as-code and automation frameworks to accelerate deployment and scalability
Build strategic partnerships with hyperscalers and leading infrastructure providers
Operations & Service Excellence
Own end-to-end IT infrastructure operations and service delivery across all business units
Implement ITIL-aligned service management practices, including incident, change, and problem management
Ensure 24/7 monitoring, performance optimization, and uptime across critical systems
Establish SLAs, KPIs, and continuous improvement frameworks for operational excellence
Commercial & Financial Leadership
Own infrastructure P&L including total cost of ownership across on-prem, cloud, and hybrid environments
Develop business cases for infrastructure investments, clearly articulating ROI and value realization
Drive FinOps maturity, including cost transparency, showback/chargeback models, and cloud optimization strategies
Lead negotiations with hyperscalers, telecom providers, and strategic vendors to optimize commercial outcomes
Establish infrastructure unit economics (e.g., cost per workload, user, or transaction) to enable data-driven decisions
Partner with Finance and Procurement to ensure governance, cost control, and scalable investment planning
Network, Data Center & Connectivity
Oversee infrastructure lifecycle across compute, storage, and networking environments
Lead network strategy including LAN, WAN, and connectivity across multiple assets and locations
Drive virtualization, containerization, and platform optimization initiatives
Ensure robust infrastructure security and performance across all environments
Agentic AI-Ready Infrastructure
Architect AI-native infrastructure platforms supporting large-scale deployment of AI agents and advanced workloads
Lead transition toward autonomous operations, including self-healing infrastructure and predictive operations
Enable intelligent orchestration of infrastructure resources based on real-time demand and business context
Define strategy for GPU and compute environments supporting AI, LLMs, and advanced analytics workloads
Establish governance, guardrails, and human-in-the-loop frameworks for AI-driven infrastructure operations
Drive cultural transformation toward AI-enabled operations and reduced manual intervention
Stakeholder & Vendor Management
Partner with executive leadership to align infrastructure investments with strategic priorities
Manage vendor ecosystem including cloud providers, MSPs, and telecom partners
Oversee contract negotiations, performance management, and vendor governance frameworks
Ensure alignment with security, architecture, and governance functions across the enterprise
Leadership & Capability Building
Build and lead high-performing infrastructure, cloud, and operations teams
Define organization structure and capability roadmap across infrastructure and cloud functions
Drive talent development, certifications, and future skills in cloud, automation, and AI-enabled operations
Foster collaboration across IT and business units to deliver integrated technology services
Who we are looking for
18+ years of experience in IT infrastructure, cloud, and operations, with significant leadership exposure in complex enterprise environments
Proven track record in leading large-scale infrastructure and cloud transformations
Strong experience managing multi-vendor ecosystems and enterprise-scale infrastructure platforms
Deep expertise across data centers, cloud platforms (AWS, Azure, GCP), and network environments
Demonstrated experience in financial management of infrastructure, including cost optimization and vendor commercial strategies
Experience operating at executive level, influencing senior stakeholders and cross-functional teams
Education / Professional Certifications
Bachelor’s degree in Computer Science, IT, Engineering, or related field required
Master’s degree preferred
Certifications in major cloud platforms (AWS, Azure, GCP) highly valued
ITIL, infrastructure, or project management certifications advantageous
Technical Competencies
Enterprise infrastructure architecture (compute, storage, networking, virtualization)
Cloud computing platforms and hybrid/multi-cloud strategies
Infrastructure automation, orchestration, and IaC frameworks
