## About the Role
This is a permanent full-time hybrid position based in Ottawa, ON or Montréal, QC. The posted salary range is **$86,816.59 to $108,520.74**, depending on qualifications and experience. **English is essential**, travel is limited, and a **reliability security clearance** is required.
You will join the Information Technology Performance and Partnerships team as a Specialist, IT Finance and Capacity Management. The role exists to support planning, analysis, and optimization of IT capacity, budgets, and workforce resource use so the organization has the right skills, talent, and funding at the right time.
The position combines IT financial management, budget planning, capacity modelling, workforce analysis, and workforce insights. It supports organizational priorities and helps enable the effective execution of the IT strategy through better planning and reporting.
## Key Responsibilities
– Assess workforce and IT capacity by comparing supply and demand, usage trends, and future workload forecasts.
– Own planning, monitoring, analysis, and reporting for all IT financial resources.
– Oversee operating and capital IT budgets, track performance against approved targets, and analyze cost drivers, trends, and risks.
– Support annual operating and capital budget development by consolidating inputs from across IT functions.
– Complete monthly and quarterly budget tracking for all IT cost centres, including labour, software, hardware, cloud services, maintenance, telecommunications, security, and project spending.
– Analyze IT cost structures to identify major drivers related to labour, licences, infrastructure, cloud consumption, cybersecurity, and vendor services.
## Required Skills
– Bachelor’s degree in finance, business, human resources, or a related field; equivalent education and experience will also be considered.
– At least 5 years of experience in financial budget management and analysis, workforce planning, capacity management, or a related analytical role.
– Understanding of IT functions, roles, capabilities, and operating models.
– Ability to influence and build effective partnerships with IT leadership, Human Resources, and Finance.
– Ability to interpret complex workforce and financial data for senior audiences.
– Ability to handle sensitive workforce and performance-related situations.
– Strong stakeholder engagement, facilitation, and communication skills.
## Preferred Skills
– Experience in organizational development, employee engagement, or planning tools.
– Advanced Microsoft Excel and Power BI skills, including work with complex datasets, dashboards, reports, and actionable insights for operational, financial, and strategic decision-making.
