## About the Role
The Canadian Mortgage and Housing Corporation (SCHL) is hiring a bilingual Specialist, IT Finance and Capacity Management to join its IT Performance and Partnerships team. In this role, you will support the planning, analysis, and optimization of IT capacity, budgets, and workforce resource utilization so the organization has the right skills, talent, and funding at the right time.
This position brings together IT financial management, budget planning, resource capacity modelling, workforce analysis, and workforce insights to support organizational priorities and the effective execution of the IT strategy. You will work across IT functions and partner with senior stakeholders to help ensure financial and workforce decisions are informed by reliable analysis.
The role is based in Ottawa or Montréal, with a hybrid work arrangement and limited travel. It requires bilingual proficiency and a reliability security clearance.
## Key Responsibilities
– Assess workforce and IT capacity by analyzing supply versus demand, usage trends, and future workload forecasts.
– Lead planning, tracking, analysis, and reporting for all IT financial resources.
– Monitor IT operating and capital budgets, review performance against approved targets, and analyze cost drivers, trends, and risks.
– Coordinate and support the development of annual IT operating and capital budgets by consolidating input from across IT functions.
– Perform monthly and quarterly budget monitoring for IT cost centres, including labour, software, hardware, cloud services, maintenance, telecommunications, security, and project-related spending.
– Analyze IT cost structures to identify major drivers related to labour, licenses, infrastructure, cloud consumption, cybersecurity, and vendor services.
## Required Skills
– Bachelor’s degree in finance, business, human resources, or a related field, or an equivalent combination of education and experience.
– At least 5 years of experience in financial budget management and analysis, workforce planning, capacity management, or a related analytical role.
– Understanding of IT functions, roles, capabilities, and operating models.
– Ability to influence and partner with IT leadership, Human Resources, and Finance.
– Ability to interpret complex workforce and financial data for senior-level audiences.
– Ability to handle sensitive workforce and performance-related situations.
– Strong stakeholder engagement, facilitation, and communication skills in both French and English.
## Preferred Skills
– Experience in organizational development, engagement, or planning tools.
– Advanced proficiency in Microsoft Excel and Power BI.
– Demonstrated experience analyzing complex datasets, creating dashboards and reports, and turning data into actionable insights for operational, financial, and strategic decision-making.
