## About the Role
This role provides leadership support for lifecycle financial visibility across the CIOO IT portfolio, including budget, actuals, and forecasts at the project, program, and portfolio levels. It is responsible for producing variance analysis, accrual tracking, dashboards, and other budget artifacts that support informed and auditable financial decisions.
The position works closely with the Division of Finance (DOF) and other stakeholders to support annual budget submissions, spend plans, funding estimates, and a repeatable process for evaluating investment candidates. It also uses automated tools, including ServiceNow Financial Management, to improve financial visibility and standardize reporting used by FDIC staff.
## Key Responsibilities
– Establish and maintain standardized financial reporting across the CIOO IT portfolio at the project, program, and portfolio levels.
– Provide lifecycle cost visibility for IT investments, including the mix of initiative and O&M investments.
– Track variances, cost drivers, and accruals throughout the IT budget lifecycle.
– Build dashboards that enable leadership to compare budgets, actuals, and forecasts at the project, portfolio, and service levels.
– Support a repeatable planning process for evaluating investment candidates for business justification and strategic alignment using a business-impact scoring model.
– Support budget forecasting, annual budget submissions, spend plans, and funding estimates in coordination with DOF and other stakeholders.
– Use automated tools such as ServiceNow Financial Management to improve financial visibility and standardize reporting.
– Contribute financial inputs to the Monthly Status Report and maintain audit-ready documentation.
## Required Skills
– Bachelor’s degree in finance, accounting, business, economics, information systems, or a related field.
– 5+ years of experience in IT financial management, budget formulation and execution, or cost/financial analysis, preferably in a federal or regulated environment.
– Experience producing budget, actual, and forecast reporting.
– Experience with variance analysis, cost-driver analysis, and accrual tracking.
– Experience preparing budget submissions, spend plans, and funding estimates.
– Experience coordinating with finance stakeholders.
– Strong analytical skills.
– Proficiency with Microsoft Power BI and Excel for executive dashboards and reporting.
– U.S. citizenship required.
## Preferred Skills
– Experience with ServiceNow Financial Management or a comparable IT financial management toolset.
– Experience with cloud cost management and forecasting.
– Familiarity with federal IT budgeting practices and capital planning concepts.
– Relevant certifications in financial management, FinOps, or related areas.
