# Job Title: Strategic Manager – Economic Performance
## About the Role
As a Strategic Manager in the Economic Performance department, you will be pivotal in budget oversight and strategic management within the organization. This position entails working closely with cross-functional teams, primarily the internal finance and budget management units, to ensure effective financial governance and optimize performance metrics.
You will lead a diverse team that includes budget controllers, legal experts, and expenditure managers, overseeing the management of internal budgets and external market mechanisms. Your role is crucial for preparing and facilitating internal financial discussions while ensuring compliance with regulatory frameworks and enhancing operational efficiency through the integrated management tool, SINERGI.
In addition to budget management, you will be responsible for developing strategic notes, guiding project management, and driving improvements across various operational processes—all while preparing for the upcoming negotiations for the Convention d’Objectifs et de Gestion (2028-2032).
## Key Responsibilities
– Manage and lead three interdisciplinary work units focusing on budget oversight and expenditure management.
– Set objectives, monitor results, and prioritize action plans within the management teams.
– Conduct budgetary and analytical financial controls, preparing and analyzing financial statements and forecasts.
– Facilitate internal budget steering committees and ensure effective dialogue with finance departments and service managers.
– Oversee the procurement processes, ensuring adherence to public market regulations and RSE performance indicators.
– Contribute to the negotiation preparations for the upcoming management convention and produce required thematic studies.
## Required Skills
– Strong expertise in budgetary control and detailed financial analysis.
– In-depth understanding of salary evaluation mechanisms and accounting principles.
– Confirmed experience in data collection and management.
– Familiarity with the budgeting process of social security organizations.
– Proven managerial experience with the ability to drive team performance.
– Capacity to effectively communicate complex information to a diverse audience.
## Preferred Skills
– Experience with tools such as SILVER and knowledge of HRIS and procurement software like OSCARR and SINERGI.
